CRITERIA FOR THE PROVINCIAL LITNUM SCHOOL AWARDS BASED ON MERITORIOUS ACADEMIC PERFORMANCE BY SCHOOLS IN GRADES 3, 6 AND 9. 

INTRODUCTION AND BACKGROUND 

The Western Cape Education Department has since 2002 began testing a sample of Primary School learners in Literacy and Numeracy. The test was first conducted with Grade 3 learners in 2002 and in 2003 the Grade 6 learners wrote the Languages and Mathematics tests. 

In striving to improve the performance of learners in Literacy / Language and Numeracy / Mathematics, the WCED continued to offer the Literacy / Language and Numeracy / Mathematics tests in Grades 3 and 6. These tests were offered every alternate year. 

In 2010, 78 981 learners in 1 061 schools with Grade 3, 78 094 learners in 1 043 schools with Grade 6, and 80 717 learners in 437 schools with Grade 9 in the province participated in the Grade 3 Literacy / Numeracy and Grades 6 and 9 Language / Mathematics tests. The tests in Language and Mathematics were written by the full cohort of learners at Grade 9 level for the first time in 2011. 

In 2011, 1 788 learners in 54 independent schools with Grade 3, 1 478 learners in 47 independent schools with Grade 6 and 1 417 learners in 32 independent schools with Grade 9 in the province participated in the Grade 3 Literacy / Numeracy and Grades 6 and 9 Language / Mathematics tests. 

Schools that produce excellent results and those that have shown the greatest improvement over the years in Literacy / Language and Numeracy / Mathematics will be recognised for their progress and achievement. The awards serve as an incentive for schools to continue to better their achievements. 

CATEGORIES OF AWARDS 

Awards are allocated in terms of identified criteria. Recognition is also given to schools in terms of their social and economic context and here we specifically identify schools that have shown progress and improvement according to the national quintiles. 

In terms of the 2011 Grades 3, 6 and 9 Literacy / Language and Numeracy / Mathematics results, awards to schools are allocated in the following categories: 

CATEGORY 1: EXCELLENCE IN OUTCOMES 

Category 1 (a)

Overall Excellence in Outcomes: Grades 3 and 6 

In this category, awards are made to a maximum of eight public schools (one school per district) where the combined performance at Grade 3 level in Literacy / Numeracy and Grade 6 level in Language / Mathematics in 2011 illustrates meritorious outcomes. Excellence in outcomes is measured in terms of both the pass rates and mean scores. 

All awardees will receive a certificate as well as a monetary incentive of R15 000, 00 for the purchase of teaching and learning support material.

Excellence of outcomes in Literacy / Language 

In this category, awards are made to eight schools (one per district) where the combined performance at Grade 3 and Grade 6 level in Literacy / Language in 2011 illustrates meritorious outcomes. Excellence of outcomes is measured in terms of both the pass rates and mean scores. The winners in this category will exclude the winners in category 1(a). 

All awardees will receive a certificate as well as a monetary incentive of R15 000, 00 for the purchase of teaching and learning support material.

In this category, awards are made to eight schools (one per district) where the combined performance at Grades 3 and 6 in Numeracy / Mathematics in 2011 illustrates meritorious outcomes. Excellence of outcomes are measured in terms of both the pass rates and mean scores. The winners in this category exclude the winners in category 1(a) and 1(b). 

All awardees will receive a certificate as well as a monetary incentive of R15 000, 00 for the purchase of teaching and learning support material.

All awardees will receive a certificate as well as a monetary incentive of R10 000, 00 for the purchase of teaching and learning support material.
