Five clubs from Athletics SWD were identified to form part of the Department of Cultural Affairs and Sport (DCAS WC)’s three-year Club Development Program. They are:
- Beaufort West Runners
- Hartenbos Drawwers
- Oudtshoorn AAC
- Outeniqua Harriers
- Sedgefield Striders

The Club Development Program (CDP) focusses on Governance, Capacity Building and Support.
Governance
Clubs must have the following in place to qualify:
- Elected committee
- Active bank account
- Formal leagues on the federation’s fixture list
- Governed by a club constitution
- Annual General and Special General Meetings on an annual basis
- Have a junior and senior division
Capacity Building
DCAS will assist the clubs with the following:
- Empowerment of athletes and administrators through education and training opportunities
- Basis sport and recreation / administrative courses
- Sports specific coaching courses
- Technical courses
Support
DCAS will assist the clubs with the following:
- Year 1 = Basic Equipment (Training and Competition)
- Year 2 = Kit (Participation Clothing)
- Year 3 = Tracksuits
- Transport Assistance towards attending league events, education and training courses and other Club Development Programs in conjunction with Federations.
